Dr. Thomas Skouteris is a jurist specialized in international law. He is the Chair of the Department of Law and director of the Ibrahim Shihata Memorial LLM Program in International and Comparative Law at The American University in Cairo. Before joining AUC in 2008, Skouteris taught at Leiden University, and the Central European University and worked as a research fellow at the T.M.C. Asser Institute in the Hague and senior fellow at the European Law Research Centre at Harvard Law School.
Skouteris received his LLB in law in Greece and continued his education at Leiden University in the Netherlands (LLM cum laude; PhD). He publishes on the intersection of international law with history, legal theory and narrative. He has served as the editor-in-chief of the Leiden Journal of International Law, and as advisory editor and reviewer for several journals and publishers. He is one of the founding members, and the first secretary-general of the European Society of International Law.
In 2024 Skouteris founded the Access to Knowledge Foundation (a2kf.org) and received The Law’s Finest Award of the Most Inspiring Legal Academic in the Middle East and Africa. He is currently under contract with Oxford University Press on the Oxford Handbook on International Law and the Arab World.
